Puerto Rico became a United States territory in 1898 as a result of the American victory in the Spanish – American War. It has since become a hybrid state. The Puerto Rican people are United States citizens, but since it is not a state, the island cannot vote in U.S. presidential elections. There has been much debate over the issue with some advocating statehood while others have pushed for independence or a continuation of the island’s commonwealth status.
The Puerto Rican quarter features a view of one of the garitas are found at the historic Fort San Felipe del Morro. Construction on the fort began in 1539. It’s purpose was to guard the port of San Juan. Through the years, the garitas have become the cultural symbol of Puerto Rico, and it is not surprising that they were included in the design of this coin.
