My coin. From my research, INS was started by a few of the principals of the ANA/ANACS team that did not move to CO when the ANA moved there sometime around 1975. the first holders were photo certificate types like those used by the ANA/ANACS. Latter they (like many companies) licensed the use of this holder from ACG. I believe this was the last holder type that INS used.
