This coin was minted at the Philadelphia Mint in brass recovered from spent artillery shell casings. It was primary struck for circulation during the Allied Occupation in Algeria and France near the end of World War II.
Krause designates the side with "FRANCE" on it as the obverse, but I'm going to side with NGC on this one and display that side as the reverse.
