TOP POP / POP 6 / Mintage 1k

Visually flawless example in which I'm unsure why this isn't a PF70. With planned mintage of 1k, you'd assume there to be at least 15+ population in PF69, but with only 6 in existence, I question how many were actually minted compared to the planned mintage.
