The Liberty Coin Act was signed on July 9, 1985 by President Ronald Reagan. This act was for the Statue of Liberty Commemorative coin. However in section 202 of the Act it had an amendment that stipulated that the Treasury Secretary shall mint and issue in amounts equal to that of the public demand coins of .999 silver and thus the Silver Eagle was born.
This coin was minted at the San Francisco Mint and carries no mint mark.
The 100,000 bullion strikes packaged for the 25th Anniversary set were minted at San Francisco without a mintmark and other bullion strikes of 2011 were also struck at the West Point, and the Philadelphia Mint's respectively.
The bullion strikes that were minted at West Point and Philadelphia were available individually and in bulk .

Design by Adolph A Weinman for the obverse and John Mercanti the reverse designer. The obverse features Liberty walking left and the reverse shows an eagle with a shield, arrows and Olive branches.
