Two commemorative dollars were released in 1998. Because of resistance from coin collectors, Congress has passed a law in 1996 that limited commemorative coin production to no more than two issues per year. The first silver dollar issued honors Robert F. Kennedy on the 30th anniversary of his death. The obverse of the coin features a bust of Robert Kennedy, who was assassinated by Sirhan Sirhan at the Ambassador Hotel, Los Angeles, in 1968. The reverse features the Seal of the U.S. Department of Justice. Robert Kennedy was the U.S. Attorney General in his brother's administration.

There were 106,422 uncirculated and 99,020 proof coins, all produced by the San Francisco. It is unusual in the Modern Commemorative era to see proof coin production exceed that of MS coins. This coin was very popular with collectors. The MS70 graded uncirculated dollar coins are available in good quantities. It is very difficult to find perfect PF70 graded coins.
