In my opinion, the MS62 grade is used when much of the luster is gone---or when there is enough old toning that it masks what luster there may be under that toning. It may be that the coin was stored in an odd place or in an odd manner. Thus acquiring more oxidation than it would have gotten otherwise. Old tin cans--old leather pouches--anywhere where the coin might have been exposed to more or stranger oxidizing agents. The coin may look dull through no fault of its own.
