The Coinage Act of 1890 gives the Treasury Secretary the power to authorize design changes on coins after they have been in circulation for at least 25 years. This is how the Standing Liberty Quarter in 1916 came to replace the Barber Quarter after 25 years of circulation. Congress, on the other hand, through legislation, may change coinage designs at any time. Replaced with the Washington Quarter in 1932 by an act of Congress, 1930 was the final year of issue for the Standing Liberty Quarter. Though this coin had a short run of 15 years, it does not diminish the coin's timely importance in our nation’s history by characterizing our love for peace, but not at any cost. This final year of issue, MS-64, 1930-S Standing Liberty Quarter represents the third major variety in this series with the date recessed to protect it from excessive wear.
