As far as sharpness goes, my research indicated that the 1919-D was the most unsatisfactory up to that date. That being said, significant patience was required to attempt to cherrypick the "best of the worst".
This example indeed has a flat strike combined with significant wear, with Liberty's head and left hand having less than 60% of details and the Eagle's left leg weak with few feathers. The other key points to check for strike and sharpness that I look for in a Walking Liberty Half (enumerated in the introduction to this registry set) were at 50% or less.
More specifically, on the obverse, Miss Liberty's left leg is almost completely flat, but the knee is entirely flat. The lines on the skirt are visible but are weak. The breast is outlined but nearly flat.
On the reverse, the entire Eagle is moderately worn, but most of the details are still visible. Although moderately worn, the breast and legs are clearly separated. The top edge of the right wing is nearly entirely flattened.
