Minted at West Point. Demand was high so San Francisco and West Point helped with production of regular issue uncirculated coins. The only way to know was to grade from mint box and trace seal band from mint box. It took a lawsuit to get the info as the mint no longer banded boxes with mint location but instead a registration number that was traced by freedom of info act.
