The 1990 Silver Eagle is the 5th release of the series and the first of the 1990's. It seems the mint changed some asset of it's planchet preparation process between 1989 and 1990, as this is the first year that the dreaded milk spots show up in large numbers. This date has only been graded MS70 by NGC 0.23% of the time.
