The Bill of Rights half dollar is the 7th half dollar in the "Modern Commemorative" era and the first that was minted by the West Point Mint. The 1993-W half dollar commemorates the Bill of Rights. The obverse of the coin features James Madison, the "Father of the Bill of Rights." The reverse of the coin features the "Torch of Freedom" framed by the words "The Bill of Rights - Our Basic Freedoms." There were 193,346 MS coins minted. These half dollars are comprised of 90% silver - the second (and last?) time the commemorative half was produced using silver.
