You can clearly see the problem that Mr. Snowden identified. The limbs of the 3 are so closely spaced that one could mistake it for an 8. In my opinion the same problem occurred in the Peace Dollar series. I have picked up more than one 1923 with great anticipation of finding a 1928 only to look more carefully and find the 3 not 8.
The reverse picture is of my 1873 close 3 Doubled Liberty (DDO). 3 coins for one year without mint variation.
