On January 4, 1999, the US Mint launched the popular “50 State Quarter” program. This program commemorating each of the 50 states had each state providing the reverse design for their respective quarter. Additional design changes to the Washington Quarter provide for a common obverse on each quarter. Over a period of 10 years, the US Mint would release the quarters at a rate of five yearly in the order of each state’s entry into the Union. Since Delaware was the first state to ratify the Constitution on December 7, 1787, theirs is the first quarter. This MS-68, 1999-P Delaware State Quarter highlights Cesar Rodney’s historic night ride on horseback to Philadelphia. On July 1, 1776, learning that the Delaware delegation was deadlocked on the vote for independence, Cesar Rodney rode through the night in inclement weather from Dover to Philadelphia. He arrived in Philadelphia just in time for the vote on July 2, 1776. Voting on the side of independence, he broke the deadlock, thus allowing Delaware with 11 other colonies to vote for independence.
