The holder is scratched but the coin is nice. When buying coins like this it seem the value in modern proof is with PCGS because they 70 about 15 to 20% where as NGC gives a 70 rating to almost 50%. Who is correct. I suspect that NGC is the more honest and PCGS keeps there 70 numbers down for this reason: to drive up market value and increase submissions to PCGS. Which will hold its value?
