The West Point Mint has been behind on production due to the pandemic. Sand Francisco Mint stepped up to make 1,000,000 coin. Bullion coins have no Mint Mark. These silver Eagles were shipped to NGC in sealed green boxes with assigned serial numbers which allowed NGC to validate that they were produced at the San Francisco Mint. NGC assigned the (S) designation on the label.
