The Coinage Act of 1857 called for the minting of small cents with a metallic content of 88% copper and 12% nickel to replace the large-cent. Another provision of the Coinage Act of 1857 ended the practice of permitting foreign coins to circulate in the United States. To remove large-cents from circulation the US Mint redeemed them with Flying Eagle Cents on a one-for-one basis. Likewise, equivalent amounts of US coins, including Flying Eagle Cents, were given in exchange for then circulating foreign coins. Subsequently, the exchanged foreign coins were melted down to be struck as American coinage.
