Passed on July 14, 1890, the Sherman Silver Purchase Act required the federal government to purchase 4.5 million ounces of silver every month. A further blessing for western mine owners, the Sherman Silver Purchase Act supplanted the Bland-Allison Act as the authorizing legislation for the Morgan dollar. The P-mint delivery of this year amounted to more than 16 million coins, but this issue is anything but common at the Gem level of preservation. Bowers (1993) opines that only 400-800 of extant 1890 silver dollars grade MS 65 or finer, but the population figures indicate that the number of Gem survivors is substantially lower.
