This is a Special coin as it was issued 300,000 times as individual bullion and with a maximum mintage of 10,000 in the 20th anniversary set.
Both coins have the P20 mintmark and NGC mistakenly lists in the registry set including varities a different coin without noting the mintmark, that do not exist (4/2020).
