Owner Comments:

R-7 in mint state and the pops certainly confirm this. Only three coins have been graded higher than MS-63. Just one at PCGS, a MS-66. Then the current coin is followed by one other at NGC, a MS-64. That's it. While the PCGS coin has to be the strongest technically and be ranked number one, this coin, even though it is white, has stronger eye appeal due to some distracting spotting on the obverse of the PCGS coin. Nothing terribly special about this coin itself, it pretty much follows the description in Briggs. Only on the reverse is there some variation. The die is heavily clashed very noticeably above the eagle's left wing. The die scratches do not follow Briggs' pattern. Plus there is a small flurry of them between the dentils and the letters STA not mentioned in Briggs. Bought from a Superior auction, October 2000, lot 3165. (An interesting catalogue if you can find it containing quite a collection of early Seated proofs.)
