The proof version of the 1991 Kennedy Half Dollar would see its mintage dip below the 3 million mark. This represented the first proof coin mintage below this level since 1974. Some collectors would note the lower figure at the time, but in subsequent years proof coin production would continue to decline to even lower levels.

For the year half dollars were also struck for circulation at the Philadelphia and Denver Mint facilities. Mintage levels fell from the previous year with 14,874,000 at Philadelphia and 15,054,678 at Denver. For this year, the circulation strikes can be founded graded as high as MS68. A lone example of the 1991-D half dollar had been graded an immaculate MS69 by NGC.
