The mint issued clad proof Ike dollars in proof sets from 1973-1978. They made millions so they are easy to find.
NGC has graded many clad Ikes in PF69UC, but only 40 in PF69★UC and 15 in PF70UC. On the contrary, PCGS has graded 437 in PR70DC.
I DO NOT AGREE with NGC scoring their coins with the STAR (★) designation higher than a similar coin in the same grade with a Cameo designation, or a ★ Cameo higher than an Ultra Cameo designation, etc. For some reason, Ike proofs, Lincoln Wheat cents, and some others fall into this category where most other coins give higher credit to the cameo and ultra cameo versions of the same coin. First of all, most coins were graded before they invented the ★ designation, so it is not a even playing field. Second of all, a deeper cameo contrast is more appealing and generally better than a coin with slightly cleaner surfaces as seen at 4x magnification. This practice is not a benefit to the type coin registry competitions as it skews the priorities of the sets.
