Shenyang mint.

The 1990 panda coins were stuck in both proof and BU quality. The proof coin included a “P” mark on the panda side of the coin to denote the proof quality.

This is the first year that the BU coin had 2 varieties – small and large dates. The small date was minted at the Shenyang mint, the large date at the Shanghai mint and the proof at the China Mint Company. The small date utilized a “plain” 1 while the large date utilized a “serif” style 1.

Mintage was 200,000 BU and 20,000 Proof. Of the 200,000 BU coins minted, this small date variety is said to have the lower mintage. This is confirmed also with the number of coins graded by NGC.
