This coin appears to be a VAM-6 or possibly 6A. The first 9 iin the date is closed and the second is open.

VAM Die designation:
Obverse: III2 6 - Left 9 closed and right 9 open lower loop.
Reverse: C3a with some die polishing lines near the eagle's leg.
