Because of resistance from coin collectors, Congress passed a law in 1996 that limited commemorative coin production to no more than two issues per year. The second silver dollar issued in 1998 was the Black Revolutionary War Patriots Silver Dollar, which was issed to memorialize the 275th anniversary of Crispus Attucks, the first patriot -- a black man -- who was killed during the Boston Massacre of 1770. The obverse of the coin features the bust of Crispus Attucks (1723-1770). The reverse features a design concept for the Black Patriots Memorial. The U.S. Congress did not authorize a site for the memorial statue until 2014.

There was a small production of 37,210 uncirculated and 75,070 proof coins from the San Francisco Mint. The PF70 dollar is fairly rare and difficult to find.
