This is the 3rd half dollar in the "Modern Commemorative" era, and it was minted three years after the Statue of Liberty Commemorative was produced.
The 1989-S half dollar commemorates the U.S. Congress and features a closeup of the bust of the Statue of Freedom that is located on top of the Capitol dome. There were 767,897 proof coins minted. These half dollars are very easy to find in graded condition, but are faily rare in perfect PF70 condition. A PF70 graded coin is a key coin in any collection of Modern Commemorative half dollars.
