This is the 3rd half dollar in the "Modern Commemorative" era, and it was minted three years after the Statue of Liberty Commemorative was produced.
The 1989-D half dollar commemorates the U.S. Congress and features a closeup of the bust of the Statue of Freedom that is located on top of the Capitol dome. There were 163,753 MS coins minted. These half dollars are very easy to find in graded condition, but are extraordinarily rare in perfect MS70 condition. An MS70 graded coin is a key coin in any collection of Modern Commemorative half dollars. I've seen examples offered in the $1,100 to $2,100 range.
