Although the '91-S was not represented in the Treasury Department releases of the 1960s to any great extent, this date is not a major rarity in Mint State. Many of the 5.2 million coins originally struck were preserved in government vaults, and most, if not all of these coins were dispersed prior to 1960. As with many issues in this perennially popular series, the '91-S is plagued by excessive bagmarks. The majority of the extant Mint State population (Bowers, 1993, estimates as many as 40,000-70,000 coins) are confined to the BU grade level. The surviving population dwindles rapidly as one approaches the MS65 level, and coins that grade finer are unquestionably rare.
