Owner Comments:

This is an un-documented O over F Variety. The key diagnostics, 1) the period after the 25 must be missing, 2) the Arch of an O or in my opinion possibly the inner circular part of an F connects the top of the O and F in of America and 3) the clash mark on lady Liberty's neck from the reverse shield.
