Male Bust Facing Left, WILLIAM PENN around; Rv. Ornate Design, Winged Full Female Figure at upper center, between two circles, Edifice in each circle (Penn's House and City Hall), small shield with unicorns at each side, ribbon below, small "Virtue, Liberty, Independence (state motto) below.
