Owner's Description

Less than three months after the Constitution was signed, Delaware was the first state to ratify it on December 7, 1787. FAST FACT: Rhode Island refused to send delegates to the Constitutional Convention, because they said they did not want the federal government to interfere with their affairs.
The Constitution consists of the preamble, 7 articles and 26 amendments. It set up a federal system by dividing powers between the national and state governments. It established a balanced national government by dividing authority among three parts, executive, legislative, and judicial. The executive enforces laws, the legislative makes laws and the judicial explains the laws.
