All of the prooflike SBA’s graded by NGC are from 1999. I have only seen one prooflike SBA from any other date, a 1980D which I own (graded by ANACS). NGC has refused to designate the coin as PL twice, despite the extremely strong mirrors and cameo devices (the coin honestly looks like a modern proof, the cameo is that strong). The NGC graded PL’s belong to the modern era of prooflike coinage – highly polished dies struck the first few coins with bright mirrors, and then tended to quickly degrade.
The coin I have shown here is a 1999D in 66PL, with a fantastically strong strike and reflective mirrors. The coin itself is rather plain, and the SBA design is widely considered to be among the ugliest coins made by the US mint.
